I'm in Boston going through some archives from back in the day and came across this letter from Ray Flynn encouraging other Mayors to unite against the feds to recover the housing budget. This was before DC was captured entirely by the Finance, Insurance, and Real Estate industries, among others, and it was not yet "common sense" that the feds will do nothing on housing.
